With the Federal Government's opening of the former RAAF airport in 1947, commercial operations got underway in Williamtown. From its inception until 1990, the airport was managed by the government. After that year, it was transferred to Newcastle City Council and Port Stephens Council. Newcastle Airport Pty Ltd, the current operator, was established in 1993 by the merger of the two councils.

In February 1948, scheduled services to the airport began, with Trans Australia Airlines using Douglas DC-3 aircraft to fly between Sydney and Newcastle, and Brisbane. In 1975, a brand-new airport terminal opened.

In the 1970s, Masling Airlines flew commuter flights between Newcastle and Sydney using Cessna 402 aircraft; in the 1980s, with the help of the larger Embraer EMB 110, Bandeirante aircraft added a Newcastle - Canberra route. In the 1980s, the airport saw a rise in passenger traffic thanks to the addition of jet services provided by aircraft like Air New South Wales' Fokker F28s and Ansett's Boeing 737s.

In the early 1990s, the airport became home to Impulse Airlines' base, which included a maintenance facility. Impulse began offering the world's first nonstop service between Newcastle and Melbourne in 1994 using British Aerospace Jetstream 41 aircraft. The terminal facilities were upgraded in 1996 to accommodate rising passenger volumes, primarily due to Impulse's designation of Newcastle as a regional hub.

Impulse became a low-cost carrier in 2000 after purchasing Boeing 717s.
